well, found out what the problem was

When i asked my uncle chad to help me rebuild my carbs, i told him to try and get as much of the black, flaking paint off of them when he soaked them. The strip fast paint stripper ate the o rings that went around the shaft that turned to open the butterfly on the manifold side of the carb. Thats where the vacuum leak was. it was sucking air through the manifold side of the carb and thats why it was revving up and down by itself. Plus, i didn't know that when you pulled the carbs away from each other and split them all up individually, that it would make them un synced... those carbs are good for part but we'll draw the line at that. At least now i have extra diaphragms and i can re-use the kits i put in them on the new carbs i have coming from ebay that are off of an 81' KZ1000P. I was wondering if the police bike carbs were jetted differently than the stock ones... Are they jetted for more power and speed?

Jetting always always depends on the requirements of the engine.
An engine has different amounts of air volume it can swallow, all throughout the throttle/rpm ranges. The goal of the carbs is to mimic the air requirement with a precisely controlled amount of fuel across the entire band.
most times that ratio is right around 13.5 air : 1 fuel naturally aspirated stuff, 13.2:1 for turbo/charger/etc.
The jetting may or may not work. There are many other factors that effect this too, like condition of engine, ignition system, exhaust, intake, valves, amount of cam lift/duration/timing, spark timing/advance, blah blah blah...
