Can someone explain step by step how to use this tool and what hight my 1980 kz650 ltd floats should be

Sorry, I have never used anything like that. I just eye it then I use the Fuel Service Level Tool (also available from Z1 Ent.) to verify the fuel level. I repeat until the level is in spec.

SR man, I adjusted my floats years ago with the "dry" meathod but came up with many conflicting height measurements. Never could find the proper height. Bike ran pretty good but knew all along that I needed to adjust the floats the "proper" way. Finally found a tool I could afford and removed carbs and spent less than an hour adjusting floats. They were all off, they were high (rich) and after adjusting the bike runs noticably smoother! I was amazed at the difference and would highly recommened doing it by the "wet" method! See below....

I used this picture and set my floats and worked great!!
Do it once the right way and they will stay adjusted forever until you change something! Good luck....

The goal is to set the fuel level in each carb correctly... 3mm +/- 1mm .
Check yours first to see where they are. You could use a homemade fuel level gauge - tubing shoved/screwed into the drain screw hole may work fine. The auto parts store might have a plastic vacuum fitting that can be used along w the tubing... either retap the threads first or just screw it into the hole... a little leakage is okay or use teflon tape to seal it.
That tool from Z1 sets the float level via the inverted/dry method w the carbs placed upside down & the float bowls removed. I meticulously set mine dry, then checked the fuel level in each carb: they were all different. So I redid the job wet.
I made a simple carb stand (a bench vise would work too) so that I could mount/unmount the carbs quickly for fueling. Since you may have to remove/reinstall the bowls numerous times for each carb, it saves time to use ony one or two bowl screws (instead of all 4)... and there's no need for the screws to be real tight. I made a simple support for the floats to make bending the tang easier... I actually flexed the tang witout really bending it.
Flex flex flex flex flex, reinstall the float-&-etc, put on stand, add fuel, check. Etc etc etc.

The dry (float height) tool is good for setting thins after a major cleanup/changing of parts. It will get you close.
If your picky and want the levels exact, the ONLY way is the wet method (fuel height) tool. Which in turn will yield the best results.
You dont need to buy the tool for the wet method though. Just wrap some teflon tape arount the end of a tube that fits snuggly in the drain hole and thread it in. It works great.

I went ahead and used a old head and mounted the carbs leveled them so there the same as on bike then checked the floats with the nipple and hose they all were high.
