Don't know if it's the best way but, I've always used Simple Green. Just soak 'em, let 'em sit for a few minutes and then run warm water through from the inside to out to rinse them.
To dry them, sling as much water out as you can and set 'em in front of a fan and take a nap. They say not to try and rush the drying with hot air as it will damage them.

K&N sell a cleaner spray bottlealong with the oil spray. Both can be purchased in a Recharge Kit. You just follow the instructions, spray on the cleaner, let sit for the required time and rinse well with tap water. No pressure. Allow to air dry and spray on the oil.
I'm sure I have used Simple Green in the past. Spray, let sit for a while, rinse well and air dry.
