Is there enough sticking out to weld a nut to? It shouldn’t be that tight now there is no pressure on it

I dont know how well an easy-out bit would work on that. Maybe you could tap new threads on the inside of the bolt the tighten down another bolt and loosen it that way. This is all if you dont have a welder.

Normally I would use a left hand drill bit to remove but since it's left hand threads use a regular drill bit to remove the stub.
