Try taking out the crank and using a leather or rubber strap couple feet long. Place it over each bearing one at a time and pull down on each side of the strap (to load the bearing) and spin the bearing back and forth and round and round ( you can make up a song here too if you like) then maybe you could feel the diff. I'm thinking rust from heating and cooling the garage. The ball bearings are going to be in diff. spots all time so that could explain the intermittent bind. I just took out a crank and its going in a plastic tub submerged in oil. Old KawMan has a pic on his website of crankstorage.

This may be a dumb question but you do have oil on the bearings and crank journals, right?

Ok for you guys who think you cannot bend a crank by letting it lay on the floor.
After a lot of measuring I discovered my crank was not straight. It was off by a lot. Now this came from a good running engine and the only thing I did was store it in a box on the floor for about 3 years. Yes I oiled up everything prior to storing it.
I installed a known good one and the tight spot went away. The next time I store a crank I will store in an old engine case.

you could build a rack to mount on a wall or bench that would hang the crank by its end,ive seen lots of car cranks hung this way under harmonic balancer over the years

I meant, was the crank was oiled when you INSTALLED it in the block? Or were you spinning a dry crank around in dry bearings?
You can make a holder using 2x's cutting some V shapes out of the ends.
