Box stock a KZ650 will go 120 (see last page of original road test). To go 140 would take some serious horsepower improvements (unlikely to be done buy a guy who won't buy a shim). To go 155 you would need to be towed behind a new ZX14.

its not always horse power that will make speed. Gear ratios come into a big factor when it comes to speed.
way back in the early 90's i used to run about on gpz's alot, one of the bikes i had was a gpz750turbo

My KZ650 [716] has had the needle at 140 a few times. I run 17/40 gearing and after I get the R's up a little it pulls the front wheel with ease. Now I have some big cams & heavy duty valve springs, nice head work and 29mm smoothbores on my big bore 650, 10'500 peek power. With stock gearing I would always beat my buddy on his KZ1000 with a pipe and 28mm carbs by about a 1/2 second every time in the 1/4. Don't sell the 650's short.
