I used a combination of sandpaper, grit blasting, phosphoric acid (Krud Kutter), with lots and lots of elbow grease.

I've rescued enough bikes to invest in a cheapo sandblaster. Gravity feed, not pressurized. Pressurized is alot better. There's plans online on making one out of propane tanks. I just use $3 bags of play sand from the hardware store, you need to sift it though and use a moisture filter on your air lines.
