Thanks again for the help, like I May have said in my original post this bike is a bit of a Frankenstein so figuring out parts has been a headache.

Another minor update for anyone interested. The Amazon rotor I bought: “SFriding Front Brake Disc Rotor for Kawasaki Vulcan 1500 VN1500 Nomad FI 1999-2005”This arrived and does in fact fit my bike.
the dimensions match 130 inside diameter and 280 outside diameter with the 7 bolt pattern.
