Is a KZ750E1 suppossed to have steering stops?

Reason I'm asking, is I have a dent on both sides of the very front of my otherwise pristine gas tank....
I can flop the forks to either side and hit the tank.
I can see tabs on the bottom of the steering stem that look like they're suppossed to hit something, but nothings there for them to rest on.

Yes there should be steering stops. The tabs are supposed to hit a post just behind the bottom of the steering stem. See the pic below. I have dings in the tank where the PO had put on some kind of lowered bars or cafe bars. These were hitting the tank before the steering stops (tabs) hit the post. Hope this helps.

The "missing post" thing is a common affliction of 70's Kwaks, both 2 and 4 strokers. It seems that the weld bead holding the post in place is not of stellar quality and it doesn't take much of a hit to knock it loose. That little post is a "Top 10" item to check when buying a used Kwakker from that era, IMO. Missing/smacked post ??? Price takes a big nose dive because the bike has had front end damage at some time in its past. The front end MAY be okay NOW, but it has been in some kind of accident in its past. Further investigation is required. Who knows what other little secrets that particular bike is hiding ??

So what's actually HITTING the tank?
If it's the bars...are they factory,or aftermarket?
Some of the aftermarker bars WILL touch the tank.

Maybe tap the hole and use an allen bolt.

No front end damage here.
I highly suspect it either came off because it was defective, or the dummy that had the bike in Arkansas before me took it off on purpose...
Gonna fab up something to stick in there.
