just a guess, but could it have been used for the accessory lighting on the bike?

i think pursuit lights or running lights too...i went on j.c whitney and they show exploded schems for everything on that exact bike ...but the controls

Its the pursuit lights, I halfway rewired mine, And IT does make the blue and red flash
1980 CSR 1000. New dyna Coils, Vacumn Less Petcock, Various Handle bars depending on the day, (Drag and Clubman.)

The "P" is for the pursuit light, The "M" was used on the C models only, here is the snipit from WIKI on the "M"

I actually went and looked at an 88 cop bike Saturday before last. It was sitting in a field with a FOR SALE sign. Said it quote: ran like a top but some electrical issues unquote. It was ratty and needed a bunch of work and the guy wanted $1800. He had or someone had crossed this out and put $1600. I thought that was a bit expensive for a nasty/ratty bike. Don't recall how many miles the thing had.
