cooler pipe is most likely a spark/timing issue and not based on float bowl level. however a carb sync will correct uneven air/gas mixture and compensate for unequal cylinder compression (within 10%) - moreover making all carb output evenly close.

Timing issue would botch two cylinders, not one, right?
Carb sync will not correct uneven air gas mix, will only attempt to compensate for it.
