I opened up my carbs again this morning to see what I could find. I figured out how to get the slides and needles out and found that they had some build up on a couple of the needles. So maybe thats why they were leaking out of the carb throats, the needles weren't seating.
Slides and all look great inside. The needles are not adjustable.
Did my best to bench sync the carbs, before installing them back on.
I also found out while my tank was off that the Petcock is leaking like crazy. BIG MESS. I'll have to get a new one soon. I've found a replacement on ebay, just have to get it.
We'll see what happens!!

Yes, I've had a petcock leak where it ran down the fuel line, and at first, it looked like the carbs were leaking.
The slides and slide-needles won't really afect the carbs leaking or not, but the non-adjustable needles will make it run lean with pods. The rebuild kits come with adjustable needles.
If it turns out the float valves (which also have needles) are leaking, that will cause carbs to overflow out of the overflow tubes. Those are the pipes on the bottom of the bowls. If it's leaking out of the airhorn where the pods are mounted, that means the overflow tubes are clogged or messed up.

These would be the overflow reason most likely.
If the float needle assembly is working properly and the float height is set properly then the float will rise up pushing the needles point (4 sided part with conical pointed end) into the seat of the valve (brass body part) which cuts off flow of fuel through the supply pathway in that particular carb.
If things aren't setup right or the needles are worn then if your bowls have overflows then the excess would run out there, if not then you'll see it in the throat of the carb and less desirable, find it flooding into the cylinder chamber. Never personally heard of a hydro-locked cylinder on an KZ (probably due wear or to the air cooled cylinder tolerances being greater so it leaks past the rings) but on water cooled ZG1000 Kaw's it has been a reported issue resulting in a bent rod.

Got my new petcock installed today. Very good replacement petcock off of eBay. It was only $30 for a new ON/OFF/RES petcock. Went right onno adapters or anything. 
The leak seems to have stopped. I need to take it on a ride to see if the highspeed problems are fixed.
