Perhaps the pilot jet itself is partially clogged.

Could swap the pilot jet with another carb and test run to determine whether the excessively rich condition follows the pilot jet.

If the mixture screw makes no difference - the circuit is plugged. Whether you would like to believe it or not - its either not getting any fuel, or the sync is so bad that that slide is nearly closed completely. Or you have a significant air leak.
