have you tried cleaning/rebuilding the petcock to make sure youre getting fuel?
if inside of tank is full of crud you might want to clean it out really good and install an inline fuel filter also B)

if the boots were causing the issue it would do same thing with starting fluid, did you actually see the other bike run?
or was it from ebay?everything on ebay came from a running bike, problem being that they dont tell you its been 5 plus years!

the carbs came from ebay.....off a newer snowmobile, and i was wondering if maybe the boots were cracked would it suck air through the cracks intead of sucking fuel from the carb into the engine?

 Pic of the carbs.
Or reference to the ebay listing (perhaps the item number).

Whenever I see smowmobile carbs used on a bike, they often specify different fuel inlet valves. Apparently snomobiles use a fuel pump or some such thing that requires the carbs to be modified. They sell snowmobile carbs in dennis kirk, but even they specify changes need to be made.

There are threads on the KZ400 twins forum on doing single carb conversions. They seem pretty popular since the parts for the 400 carbs are getting scarce and expensive. (Factory diaphragms are over $100 buck now.)
