Are valve clearances to spec on #4 cylinder?
Easy to measure with a thickness gauge.

40psi is a valve barely seating. Probly incorrect shim maintenence, or something on the valve face/seat.
Putting oil in a cylinder with bad rings makes the compression skyrocket, so if it didnt go up much, you're correct with the valves assumption, or your compression tool was no seated properly...?
