coating on flaps

Does anyone know what the blueing like coating that is put on the flaps and choke slide links is? the cleaning agent i used took the coating off and they are trying to rust. Is there something else I can use to remedy this issue? This is on kehin carbs off a kawasaki.

WD-40=Water Displacement #40. Occasional use should work fine.

I though that blue stuff was just paint. Mine is pretty much gone
