I think it is a Jardine. The megaphone is similar.

JC Whitney? Is bracket factory weld or end user, suggesting 'universal' pipes, weld? IIRC have seen the same header layout on old CB750F and CB350F. Conventional wisdom is equal length headers for 4:1 to minimize standing waves so I doubt they were desiged by an engineer. Could be wrong. Might be a trick I've not encountered before.
