1. checked clearance for valves
a. number 4 exaust valve has a clearance of something undern .04. I don't have a ssmall enough gauge.
b. I pulled the lifters out w/ a suction cup, but when i got to the #4 exaust its stuck.

If "lift the whole casing off" refers to the camshaft, sounds like shim over bucket design where the special valve adjustment tool is used to hold the valve open and allow shim removal.
Maybe just misunderstanding the question as my experience is with shim over bucket.

there is a lifter then a shim under that into the valve casing, spring etc... I can't get the lifter itself out of the engine block itself. to get the valve out, I have to get the lifter out. I'm dumbfounded. I don't want to eat up the lifter, but at the same time it needs to come out.

Here's an archive link with some info that might help.
stuck lifter
Before removing the head to heat in oven, might consider torch heating head area around lifter (hoping greater aluminum expansion would loosen grip on steel lifter).
Hope someone more experienced will add better advice as I'm just guessing.

In a case like this, I'd get a can of PB Blaster penetrating oil and heat the area around the lifter with a heat gun after giving the PB Blaster a good shot around the lifter and let it work it's way down between the tappet bore and the tappet.

use a strong magnet, and rotate it as you bring it up.
if that dosent workit may have a burr on it, use a brass punch and a small hammer, tap around the edges that are up, go all the way around, then try the magnet again

And when all else fails, with the cam out, you can grab the lifter with a chanel lock plyers and pull it out.
