bought the 75 Z1 this morning! heres my short list...
1 no carbs or holders (have vm 33's almost paid for)
2 no battery
3 no exhaust
4 no seat
5 no air box (most likely will run pods)
6 both tires questionable (tires cheap funeral expensive
7 un tested electrical
8 to many small thing to list

i would like to get it roadworthy first then make it rideable the take it all down. i have never bought a bike that didnt run so dont know what to do first. any suggestions tips or tricks would be great.

You need 4 (ok 5) things for an engine to run.
1) Air
2) Fuel
3) Spark
4) Compression
and 5) if you want to count it: timing

I would get the carbs, battery and possible exhaust.
The bike will run without an exhaust but I wouldn't run it more than a couple seconds.

So bare minimum is carbs/battery.
Then exhaust.
Then tires.
Then seat.

That would be my priority list.

Nice!
Sounds like your Z1 is pretty rough....
Does the motor turn? Nothing seized?
You'll want to check the compression in the cylinders when you get a battery hooked up the starter. It's got a starter, right?

Sounds like you have your hands full. I was in a similar (albeit with all necessary parts) situation as you a couple of weeks ago. Bike had sit along time. Cleaned the tank, then the carbs, purchased a battery and got her to fire. Now doing maintenance work like, changing the oil, fixing the brakes, tuning the carbs, etc.

Good luck on your project. Be sure and post up pics of your progress.
