Every time I see a deal on a project bike it is in the Columbus area so maybe you should hang loose and see what pops up there this winter. You might find a bike that is somewhat already on the way to what you want for your $1000 budget. You can then sell your shafty and use that money to further the new bike toward your goal. Lots of after the 1st of January credit-card-bill-came in kind of sales happen, check Craig's list and the local Dispatch. Even Ebay might have a deal or two. Nov through Feb are the time to buy but Jan is the "steal" month it seems.
I just don't think you'll be really happy with the result with the shafty bike converted to chain on a $1000 budget, better maybe but not white knuckle better IMHO.
Good luck and keep us updated!

My motorman warned me, "If you want to run like a racehorse, then you have to learn to $hit like a racehorse".
It's been my experience that a racehorse $hits a lot.

A quick scan of the APE website showed the following prices
SSR1200
$1410.29
1200cc piston kit - with sleeves, K435 cams, sob retainers, tappets, valve springs, cylinder studs.
HIGH PERFORMANCE BRONZE VALVE GUIDES $56.10
oversize stainless steel valves $24.50 EA (x8)
Mikuni RS Flat slide carbs (36mm or 38mm) $715.00
Gasket set ~$80.00
Labor:
Install bronze valve guides and size for valves - labor only - 8 valve head $95.00
Port and valve job 8-valve 850.00
Bore and hone with piston purchase $95.00
Grand total of $3497.39 to get you where you want to go, call it $4000.00 to cover anything I missed.
Seems like it cost $80-$100 per additional hp to build hot rod motors
