I'm 99% that it didn't drop on the floor.
I checked for the filter groove o-ring after looking at the drawings, it's there.

Looks like the gasket is interfering with the O ring area. No O ring? I'll bet that's it.I'd take the ones you have and match them up locally if you can. Just the small ones. Otherwise you'll have to buy the kit.

The new large O ring for the new filter might fit in place of the one in the pan.

I seen that too the Kawasaki gasket I got from Partzilla (wasn't cheap though) (and was made fresh .....date on it within a few weeks) fits perfectly on the outside of the pan with no cross brace and you can buy the 3 o rings seperatly too .....they are thicker and have a angle built on them......they are not just o rings........ and ya I used the new o ring with the filter for the top and bottom (same size). 90mm.
1978 KZ650 b-2
700cc Wiseco kit 10 to 1.
1980 KZ750 cam, ape springs, stock clutch/ Barnett springs.
Vance and Hines Header w/ comp baffle and Ape pods, Dyna S and green coils, copper wires.
29MM smooth bores W/ 17.5 pilots, 0-6s and 117.5 main
16/42 gearing X ring chain and alum rear JT sprocket.

I've got an OEM gasket and 3 o rings coming to my local Kawa dealer tomorrow.
Should be testing the oil pressure with the new parts on Saturday. :)

Pull the oil pump off and check the housing and gears for grooves before buttoning it backup. ;)

If the orings are bad it will leak oil all over under the bike when it's parked after a ride. One of the 256 oil leaks from bad orings on a KZ650. If you haven't seen leaks, chances of a missing o ring causing oil pressure loss seems unlikely, but not out of the realm of possibilities I guess.
321,000 miles on KZ's that I can remember. Not going to see any more.

Internal. Between the oil filter housing and the oil galley. First the strainer, oil pump, the oil filter, then to the engine. Crank and tranny bearings get it first, then on up from there.

Looks like the pan has been off, anything is possible now. Some people should not be allowed to use tools...

You have to wonder why they took it apart, did the pan leak? Or maybe the PO discovered low oil pressure too... Wouldnt hurt to look at the pump gears.
If I knew what I was doing all the time life wouldn't be any fun.

If you look at the pic of the pan it does look like the gasket has a indent where the small o ring was sitting (next to the filter opening)......... maybe you should look at the pump like others have said..... hoping things work out.

That indent is actually over-goop. Whatever RTV the PO used got on the edge of that oil-way mating surface.

I'm a bit intimidated taking the clutch out to remove the oil pump. Are there any surprises I should be aware of?
I don't have the clutch removal tool mentioned in the FSM.

The oil pump is like your heart. If it's weak, the out lying areas won't get enough oil. Like in the body, if the supply is restricted, those parts will be damaged. Oil pumps are cheap on eBay? Get a couple. Inspect them all and use the best parts to make one good one. The flat cover can be dressed with #600 paper on a sheet of glass to make like new. That's what I did. I wound up with more oil pressure than I ever dreamed of. ;)
