Besides maintaining firm fit and contact with the screw head, the impact driver adds an initial jarring shock (that's missing when applying torque with a normal screw driver) which seems to sometimes help overcome and break past the initial resistance of tight threads.
My specially is over-doing with air-wrench Phillips head bit and manage to scour out a screw head while it keeps whirling away after already tight.
And only then think to reduce the torque setting. :pinch:
Good Fortune!

I would then suggest putting some Kriol on the screws a couple times a day for 2 days. If that and the large screwdriver don't work I would run the engine with the petcock off until the carbs run out of fuel and then carefully remove the bowls (they will still have some fuel in them). It may then be easier to apply LOTS of force to the screws when the bowls are on your bench or use the impact driver judiciously without jarring the carbs and carb holders. Ed

Note: wd40 isn't a very good penetrant.
If Kroil isn't readily available, LiquidWrench Penetrating Spray Lubricant is a good & cheap alternative that can be found at a lot of places - it's what i use (I hate the wd).
As for doing the carbs, be sure to check the functionality of the accelerator pump. When vigorously actuating the throttle pulley, fuel should squirt out the pump nozzles that project into the carb bore - the fuel should shoot straight back without hitting the sides.

Thanks for the report.
Hoping for success with #4.
For 1981 KZ650-H1 (CSR), Kawasaki.com shows drain screw Part No. 92066-1064 still active and last used on 2005 KZ1000-P24 (Police 1000). Should be available through Kawasaki dealer.
If needed, could likely also be obtained through Z1E:
Parts: Click > www.z1enterprises.com/catalog.aspx?pid=KZ650-H1-1981
Contact: Click > www.z1enterprises.com/contactinfo.aspx
Am unfamilar with any kit for this carb that includes drain screw.
Good Fortune!

Here's a way to add bike info to signature, such as "1981 KZ650 CSR," plus additional info as desired.

If the seat cover is torn but the foam is fine you can recover it.
Here's a seat recover topic w pics & links - it's the same bike as yours.... Seat cover stuff
It's a Travelcade cover, and except for the flat black color it's virtually a perfect match as stock.
