Rob...I'm pretty sure I know what You're referring to ,when You say that,but...that tensioner has no teeth...it's supposed to be true round,and no divets what-so-ever.(soft rubber)
I remember when I had Mine in My hand...I thought the same thing until I looked into it.They get chewed up over time,and miles...pretty deceiving for sure.
Here's a pic of a new one...and what it's SUPPOSED to look like...
(When I replaced Mine,I was shocked at how hard the rubber had gotten,compared to the new one((thanks Jeff))...You could almost pick pieces off of it with Your fingernail,it was so brittle)

The way the Liska and a Japanese equivilent are put together, they both drill and tap the ends of the shaft and use a couple of shallow domed allen bolts to hold it in place
