Insurance model letter differences?

I know one issue with speed cameras and probably red light cameras is that the companies that sell them usually offer a huge discount to the municipality in exchange for a percentage of revenue for so many years. Also, if the car is a rental, most rental companies just charge your card and you never even get a copy of the citation in order to fight it. That was happening in Georgia.

Just imagine the corruption possible when the difference between a good revenue month and a bad one is some guy tweaking a timer setting by half second.
