Pretty much what the title says... I'd rather put on a MKIII Windjammer fairing but those are hard to come by, the mounting brackets are even harder to come by, and I have a friend who has a KZ900-1000 police fairing that looks close enough, and they're willing to give it to me. This is the actual Kawasaki police fairing, not an aftermarket one.

I don't want to waste their time if it won't fit, though.

1982 KZ750-H3 LTD (frame's bent, no longer rideable, RIP)
1982 KZ1100 LTD Shaft (thought it was a Spectre)

1989 KZ1000 Police (basket case)

From using the diagrams at Partzilla & a few google pics, the best I could figure out is that the 81 1000-C4 fairing is mounted to the front engine crash safety guard. The guard is bolted to the frame, then the fairing is bolted to the safety guard via a couple of rectangular brackets. I didn't see any other mounting points, but I may have missed something. The earlier 1000C police bikes had a windshield instead of a fairing. The C4 fairing & mounting are similar to the later 1000P police bikes.
