Thanks for the info guys! I got to work on the bike today, and since there seems to be a consensus that the glass tube fuses are junk I took the high road. I cut the entire fuse block out and replaced it with 5 inline ATO fuse holders :). Lo and behold, I have a headlight! High beam only, but the fault light is on in the dash so apparently the low beam is burnt out. Someone has replaced the sealed beam with an H4 conversion bulb and housing. Both elements look good, but I know looks can be deceiving lol. Now it's just a matter of finding a 3 prong H4 bulb locally and see if that's the low beam issue...

I'll have to check tomorrow. I figured a specialty bulb like that would have to be ordered though..

Well, scratch my previous comment about only having high beam... I have both, but low is so dim you can't even tell it's on and high is about what low should be as far as brightness... Looks like I have some resistance somewhere I need to fix :(

Also when on low the "headlight" fault light is on. I think the issue may be where one wire feeds into 3. I had to add a piece of wire in to tie all 3 to the one, and that may be where my voltage drop is...

You can kind of see in this pic how the first wire (closest to the plug) feeds 3 of the fuse clips on one side with 3 separate wires on the other side of the fuse. I'll have to pull it at the plug tomorrow and wire it all up on the bench and hope that solves the issue....

You have a burned out filament. The later bikes were equipped with a device to use the high beam as the headlight but lower light level.

That's what I thought too, but the low beam is working, just extremely dim...
