Is this an electronic ignition?

I could be wrong but it looks like what came from the factory for your bike. To prove one way or the other look for a aluminum module with fins that has the word IC IGNITOR on it. If you find it the ignition system is stock.

The ignitor will be found below the seat(not under the seat) but on the left side of the bike near the fuses.

If not found you might have an early version of a Dyna S.or a Boyer-Branson.

Yes, there is a aluminum finned box on the right side under the seat that says igniter on it. So if this came from the factory like that is it a rare thing for a 1980 KZ1000LTD?

No, not rare. That's standard Kawasaki electronic ignition they installed from the factory on all KZ1000s in 1980.
321,000 miles on KZ's that I can remember. Not going to see any more.
