Blinks at about half the speed of the other. Is that caused by the flasher relay?

Actually, it's caused by aging wiring. Both sides of the turn signals use the same relay, and the ones on our old bikes are analog, and susceptible to changes in load and resistance.

As the wiring ages and corrodes, perhaps differently on each side, they seem to behave differently though using the same flasher.

So, you have two choices to fix it:
1.) replace or clean up all the wiring. Yeah, right!
2.) replace the flasher unit with an electronic unit, which is on the shelf right now for less that $10 at your local auto store. Make sure the pins match. For me, I got one that is two-pins, and round so it actually fit in the original round flasher holder.
