The clamping screw for the forked lever on the choke rod may have come loose, allowing it to just slide around rather than pulling the plunger.

pics tonight, basically there is no set screw on this setup,
looks sorta like some metal ring is supposed to seat in the recessed ring or groove in the rod. its #1 carb
tried cleaning out the groove or recessed ring but im stumped. 
3 chokes work and one not so much

There are C-clips, along with some small springs, which secure the forked choke actuation brackets to the choke rod.
