if you never serviced the throttle position sensor i would take a look at that .they get worn and go out of adjustment.that would cause a rich fuel problem.

check in the FSM what the procedure is .you check the resistance with a ohm meter.the tps is a carbon film resistor and the carbon wares and gives a false value .the ECM thinks the throttle is open and the injectors supply more fuel causing it to run rich.

When I was wrenching on bikes in the 80's, Kawasaki was having problems with their EFI bikes. Did they ever solve it? Not too many of them around.

You might be right . I tried to ear tune the idle using the TPS as Mfolk suggested but will not allow me to turn left or right without the engine stalling.
My plugs look alot better after a HWY riding VS in town riding. I honestly think the TPS needs to be replaced.

Check your connections on your silicon HT wires at the coils. I used them years ago and went back to solid core wires.

If the fuel return valve(in the bottom of the tank, plumbed into the fuel pressure regulator), gets clogged, the engine will run rich.

the TPS is hard to find, might check e bay .go to 750 turbo site they have a lot of very intelligent members on there that could help you with this problem .partszilla list the TPS and TEMP sending unit as the same for both bikes.i am having problems with my 750 turbo runs like crap . alot of electronics to deal with.and hard to get replacement parts.
