So before i pulled the wires out from the bars, I tested each wire where it connects to the housing and then the other end. All wires are giving me a beep on the multimeter. Are you sure I need to pull them out and reinsulate/shield. If that was the problem then they wouldn't test out. Right?

I just pulled out and reinspected. No insulation is broken on individual wires.

A 2nd layer of insulation will never hurt, So, did you test impedance between the wires and the bar? ...not continuity, while the wires were in the bars?

Everything is shrinked and tucked away. All works except hazards (not sure if they ever worked) and the headlight. I tested the headlight and it is good. I think my best bet is to run new wiring from the light to the battery. I don't care about switching from hi to low beams.

Any advice as to how to enable it to be switched so that it shuts off when not running?

You may want to think twice about not having high and low beams; eliminating the ability to switch could get you hurt. Here's why - Years ago I was riding along a twisty country road on a very dark night; I had my high beam on. The high beam filament in the bulb broke and pooof - INSTANT darkness! I immediately switched to low beam and all was good. If I hadn't been able to switch to low beam I definitely would have gone off the road before I could stop. Ed

Tap in for what? :unsure:

Sometimes an accessory connector may be available from the stock wiring harness.
And may appear on the wiring diagram.

The accessory connector may be the female half of a bullet connector.
And usually intended to furnish battery-positive voltage when the ignition switch is turned ON). Aka switched battery positive, which may be abbreviated to something such as Switchd.batt+,

The female connector might be underneath a side cover, or underneath the fuel tank, or inside the headlight shell.
