It looks like a previous owner/abuser broke the tube off the bowl and tried to glue/epoxy it back on. Your best bet is to replace the bowl with an undamaged one. Ed

You can replace the overflow tube. The Hobby Shops will have New brass Tube Cheap. If the same dia, use a screw to grip the busted piece, and pull it out. If a larger tube is used drill it out. Keep in mind it is a interference fit, so you need a straight tight hole to push the new tube into.Maybe .001" smaller than the tube. To help the install, heat the bowl in some water to expand it, put the tube in the freezer. You may need to take some fine sand paper to the end of the tube to taper it slightly. You may have to buy a small drill bit to make the correct size hole, but you can do it for around $10.
Also the height of the tube is also a set height to control the point where the carb will dump the extra fuel if the float level is to high. Some of the EPA carbs didn't have the tube, and people then drill the hole out and add it. This keeps from having an engine full of fuel, and possible Hydro-Lock.

Thank you so much! I actually was on the floor, bowing to my computer in tears as I read your post. Should I take out the drain screw before trying to remove the tube? And how much force do I need to pull it out? Do I need to go He-Man on it?

I just pulled two broken ends out of some Honda cb750 bowls, I used a 3mm tap to pull them out. The tap bites into the inside of the drain tube and you can slowly twist and pull up on the tap handle, it's a press fit so it slides out pretty easy. The tubing is very thin walled just have to get to the hobby shop and look for some replacement brass tubing.

C'mon bro, that didn't even bust your new bike cherry yet. Wait til you have to deal with: JB Weld, SAE bolts, pipe plugs for drain plugs, electrical nuts holding wires together, JB Weld, random spray paint, rust, wire ties, JB Weld, flat head screws, stripped case bolts, broken cooling fins, flat head screwdriver marks between mating surfaces and oh, ...did I mention JB Weld?
